The Superintendent invites qualified and interested persons to apply for the position of Laborer 3 within the Office of Facilities Management.
This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
DEFINITION: Under direction, supervises and works with a group of laborers engaged in manual and unskilled work; does other related duties as required.

QUALIFICATIONS AND REQUIREMENTS
EXPERIENCE:
Two (2) years of experience in manual laboring work.
LICENSE: Appointees may be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.
Note: The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles they operate, rests with the Appointing Authority.
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
BASIC FUNCTIONS AND RESPONSIBILITIES
1. Supervises and works with a group of laborers engaged in sweeping streets, in loading, lifting, and moving supplies, furniture, or equipment, and/or in loading and unloading trucks and other types of manual and unskilled labor.
2. Provides assignments and instructions to assigned staff, and supervises their work performance.
3. Inspects and checks completed work to ensure that work is completed, that work is properly done, and that output is maintained.
Supervises and performs the following tasks:
1. Digs trenches and does manual grading.
2. Cleans incinerators.
3. Collects rubbish and other refuse.
4. Cuts grass.
5. Trims hedges.
6. Waters lawns, flowers, and vegetable beds.
7. Loads and unloads trucks.
8. Shovels snow.
9. Whitewashes walls.
10. Shovels gravel and sand.
11. Mixes cement and mortar.
12. Places forms used in concrete work.
13. Performs cold patching.
14. Cleans up underbrush, foliage, vines, and weeds.
15. Cuts down trees.
16. Digs out stumps of trees, and digs out and destroys poisonous vines, weeds and undergrowth.
17. May operate construction and/or maintenance equipment.
18. May operate a pneumatic drill.
19. May rake asphalt mixtures used in paving to proper thickness and grade.
20. May distribute asphalt mixtures to eliminate hollows and high spots in the surface under the construction or repair.
21. May patch joints and edges of pavement with asphalt cement.
22. May tamp and smooth asphalt pavement.
23. May operate and maintain asphalt heating kettle.
24. May assist in the repair and maintenance of zoo displays and structures.
25. May perform the routine work involved in painting of interior and exterior zoo displays.
26. May handle, when required, animals as necessary in performing routine maintenance and repair of zoo displays on structures.
27. Cleans sludge beds.
28. Sweeps streets and sidewalks.
29. Cleans sewers.
30. Pries and hammers apart sections of wall and roof.
31. Loads debris into truck for removal.
32. Sorts, piles, and cleans salvageable brick, stone, lumber, and metal work.
33. May learn to make routine repairs to valves, fittings, pipe sections or other equipment used in the area of assignment.
34. May plan for the use of personnel, equipment, materials and supplies.
35. May organize and develop suitable work programs.
36. Gives assignments and instructions to individuals and groups and supervises their work.
37. Ensures that proper safety precautions are taken by employees at work.
38. Obtains, stores, safeguards and supervises the use of needed equipment, materials and supplies.
39. Occasionally drives trucks.
40. Prepares reports.
41. Keeps records of personnel, equipment, materials, supplies, work done, and time spent.
42. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
43. Perform other duties and tasks assigned by supervisor.
KNOWLEDGE AND ABILITIES
1. Knowledge of the methods, materials and supplies used to perform varied types of manual and unskilled tasks.
2. Knowledge of the methods used to inspect, analyze, and determine the work to be done.
3. Knowledge of the tools and equipment used to perform manual and unskilled labor tasks.
4. Ability to provide assignments and instructions to groups and individuals, and supervise their work.
5. Ability to analyze the problems involved in doing varied types of laboring work.
6. Ability to organize assigned work and develop a suitable work program and working procedures for a group of laborers.
7. Ability to work harmoniously with associates.
8. Ability to provide assignments and instructions to staff, and supervise their work performance.
9. Ability to use and assign the use of the tools and equipment needed to perform routine, unskilled tasks.
10. Ability to follow safety precautions in the operation of tools and equipment.
11. Ability to prepare a work schedule and develop effective work methods.
12. Ability to obtain, store, safeguard, and use needed equipment, materials, and supplies.
13. Ability to prepare records.
14. Ability to keep records.
15. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
16. Ability to read, write, understand and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION
1. Salary: $58,728 - $73,368
2. Employment Period: Twelve (12) Months
3. Union Affiliation: Local 32
