Summary:
A public sector IT organization is seeking a
Senior Technical Project Manager
for a contract role to support critical strategic initiatives focused on modernizing and strengthening core IT infrastructure across departments. Projects may include enterprise network consolidation, infrastructure upgrades at public facilities, core service transformation, and enterprise-wide deployments like IT Contact Center, Copilot, and Analytics services.
Reporting to the PMO Director, the successful candidate will lead high-visibility, large-scale projects with cross-functional collaboration. This role requires strong technical acumen, a proactive leadership approach, and a focus on project transparency and success in a dynamic environment.
Responsibilities:
Lead complex, cross-departmental IT initiatives, driving collaboration across stakeholders while adapting to changing priorities with a solutions-oriented mindset.
Develop and manage comprehensive project documentation including project plans, schedules, budgets, and executive-level status reports.
Translate business requirements into technical specifications and well-scoped project documentation.
Align project efforts with technical standards and advocate for alternative solutions where standards may not apply.
Ensure delivery of well-defined project artifacts such as work breakdown structures, project plans, user stories, and checklists, aligned with funding and staffing availability.
Lead post-project reviews and outcome assessments to identify lessons learned and areas for continuous improvement.
Support strategic alignment of projects with broader organizational goals, maintaining PMO best practices and governance frameworks.
Required Skills & Experience:
10+ years
of experience in IT project management, including senior-level responsibility and budget management.
Demonstrated success in managing large, complex IT programs and leading diverse teams through transformation.
Strong communication and stakeholder management skills, with the ability to influence across all organizational levels.
Experience implementing change management strategies that align people, processes, and technology with strategic goals.
Advanced project management capabilities using a variety of tools and methodologies (e.g., Agile, Scrum, PMP-certified approaches).
Proficiency in organizational change management (OCM).
Preferred Skills:
Exceptional leadership, facilitation, and negotiation skills.
Ability to break down and communicate complex technical concepts to diverse audiences.
Familiarity with IT network infrastructure, cloud hosting environments, and architectural diagramming.
Experience with procurement platforms and IT construction delivery is a plus.
Skilled in project management tools such as Microsoft Project, JIRA, etc.
Certifications such as PMP, PM-ACP, or CSM preferred.
Experience working in government or public-sector environments highly desirable.
