Customer Quality

  • Be the independent voice of the customer in the project organization.
  • Act as interface with the Customer quality and safety teams
  • Attends to CSS interview (Customer Satisfaction Surveys) with Customer Director and PM, supports & monitors action plan.

Project Quality

  • Document, implement, and continuously improve the Project Quality Management Plan (PQMP).
  • Contribute with structured techniques (e.g., FMEA) to the criticality assessment of Alstom's solutions (system and sub-systems) and services to ensure the right level of safety and quality assurance as well as inspection activities identified in ITP (Inspection and Test Plans)
  • Guide project teams in understanding Quality contributions to the project.
  • Be the interface in the Project Team for all Project Quality aspects (Engineering (EQ), Industrial (IQ) and Supplier (SQ))
  • Manage and coordinate all quality metiers supporting the project execution (system and sub-systems, PUs).
  • Perform project internal audits, support reviews and approval of supplier quality systems and audits compliance (upon customer request).

Project execution controls

  • Support the project team and the PM to prepare DFQ gate reviews & follow up related action plans.
  • Report quality and safety alerts and manage Non-conformities and Safety issues.
  • Ensure quality of the technical modifications made during the project ensuring compliance to the design change process and quality of implementation of the technical modifications and analyze financial implications (Cost of Non-Quality CoNQ)
  • Ensure that safety assessment is correctly implemented (i.e.: safety review) and prepare safety authorization.
  • Control compliance of project processes and deliverables through inspection and audits.
  • Ensure that Return of Experience (REX) is considered in the risks & opportunities and monitor to prevent reoccurrence.
  • Own the Supplier Part List (SPL), and ensure it covers the full scope of the project across all contributing sites.
  • Ensure with SQ Team and/or Procurement a good synchronization and follow-up of FAI (First Article Inspection) activities, relative to the SPL, with special attention in case of supplier change/localization initiatives.
  • Ensure that a customer inspection acceptance criteria booklet is established and agreed with the customer.
  • Ensure that Factory Acceptance Tests are planned, notified (to customer), performed and documented on time.
  • Support customer inspections at Alstom, supplier, and customer sites (upon request)
  • Ensure product quality documentation is delivered in whole and quality to the customer.
  • Support the Project & Customer Directors with the customer satisfaction survey, its analysis and associated action plan.

Measure and improve project quality performance.

  • Facilitate problem solving to ensure timely management of issues and reduce the costs of non-quality (8D, QRQC, REX)
  • Provide support for periodic progress reporting through quality indicators and identify improvement opportunities.

Deployment of QMS, Alstom Quality and Railway Safety Policies on project site:

  • Coordinate with local "Quality metiers" Alstom and Region Line processes and method & tools local deployment,
  • Keep site and country management team informed about the status of processes implementation and performance
  • Compliance of site QMS:
  • Ensure site QMS conformance with Alstom and Region QMS, Customer standards and ISO9001.
  • Issue yearly internal audit planning and monitor/control its achievement
  • Prepare, follow, and analyze QMS assessments achieved by certification bodies and main customers.
  • Ensure action plan management, following findings list issued after system audits
  • Ensure organization and consolidation results of Process Reviews, and site Quality Management Review

Manage Continuous Improvement Activities: Budget, People, Process & Performance

  • Lead APSYS (Alstom Production System) improvement plan for Quality.
  • Perform analysis at site/project level to improve Quality Performance
  • Manage & develop the quality team, using Quality Academy process & yearly training / qualification plan

Performance measurements (project related):

  • "On Time" Gate Reviews, Gates in "Backlog" and shared with PMO "DFQ Look Ahead."
  • Project Quality documentation delivered and approved on time.
  • Safety Authorizations prepared and approved on time.
  • FAI and FAT processes applied and implemented on time.
  • Railway safety issues reported on time.
  • Cost of Non-Quality analyzed and managed through PDCA.
  • Speed to solve non-conformities.
  • Customer Satisfaction Survey (CSS) process properly applied.
  • Project Performance Indicator
  • Respect of yearly Quality System event deadlines (process reviews, QMR, internal audits),
  • Systematic action plans addressing issues raised during external or internal audits.
  • Compliance of the Site/Project Management System with the AT/PL requirements and other local requirements

Education

  • Graduate or post-Graduate degree in engineering with management background depending on the size of the project.
  • Fluent in English

Experience

  • Experience in Quality Management
  • Experience in operational activities and in documentation management.
  • Experience in teams/people management & ability to positively influence in cross-functional/ geographically distributed teams
  • Knowledge of Quality standard (ISO9001, IRIS, CMMI)
  • Knowledge of railway industry would be a plus (norms, certifications).
