The Recreation Site Maintenance Foreman plays a pivotal role in ensuring the effective management and maintenance of park facilities within the National Park Service and IDPR. Reporting directly to the Assistant Manager, this position involves a diverse range of responsibilities, from supervising construction projects and major deferred maintenance repairs to representing the interests of the superintendent and related agencies to the public, media, and stakeholder organizations. The Foreman also collaboratively develops work plans and seeks partnership opportunities to enhance revenue, visitation, and the preservation of the Reserve/Park's significant values. Additionally, they recommend strategies, manage budgets, and oversee asset improvement programs, including FMSS initiatives. With a strong commitment to asset maintenance and a keen eye for evaluating facility conditions, the Recreation Site Maintenance Foreman is an integral part of the park management team, contributing to the overall success and preservation of these natural and cultural treasures.

EXAMPLE OF DUTIES

Project Coordination.

  • Incumbents schedule work projects by visiting building and recreation sites to determine equipment and material needs. This includes securing permits, obtaining bids, and purchasing materials; inspecting projects for conformance to specifications code compliance and American Disability Act standards. This position coordinates projects with bidders, engineers, and associated staff and serves as a liaison between bureaus or divisions providing input to the construction planning process. The incumbent projects costs and provides budget input for construction projects. This includes reviewing equipment and production reports, travel vouchers, and other work records for completeness and accuracy. Incumbents may design or assist with the design of structures and facilities or may coordinate activities with other state departments and outside interests. May prepare annual work plans and completion reports and attend public meetings on recreation site development.

Project Supervision.

  • Incumbents supervise and perform activities related to building construction and repair, grounds development and maintenance, and equipment operation and maintenance such as building, remodeling, and repairing structures, equipment, and furniture; installing and repairing plumbing, heating, electrical, irrigation, well, sewer, and other systems; planting trees, bushes, and grass; building and repairing roads, parking areas, trails, vault toilets, rock walls, sidewalks, fences, boat launches, docks, bridges, yurts, camping cabins, and campgrounds; and removing stumps, hazardous trees and rock.

Other duties may include:

  • Operation and minor maintenance of various equipment, including trucks, dozers, concrete mixers, welders, portable sawmills, generators, chain saws, and small hand and power tools used in construction.
  • Identifying replacement parts and ordering supplies and equipment.

ADDITIONAL INFORMATION

  • This position requires working nights, weekends, and holidays, often in all weather conditions and around potentially hazardous materials such as caustic substances and pesticides.
  • The role also requires the ability to lift and carry items weighing up to 40 pounds regularly and up to 100 pounds occasionally, as well as frequent bending, stooping, and climbing ladders, with or without reasonable accommodation.
  • This position requires the incumbent to possess and maintain a valid driver's license throughout the course of employment.
  • Employment is contingent upon the successful completion of a background check.

MINIMUM QUALIFICATIONS

  • Possession of a valid driver's license.
  • Incumbents must obtain a commercial driver's license within 60 days of hire and retain it for the duration of employment.
  • Considerable knowledge of construction methods including reading blueprints and interpreting specifications, construction safety practices, and construction equipment and tools. Typically gained by at least four years of paid work experience in residential or commercial construction as a worker or lead worker, which included reading blueprints and interpreting specifications, and practicing construction safety methods; OR, a bachelor's degree in construction management, or a closely related field, AND at least one year of paid work experience in residential or commercial construction as a worker or lead worker, which included reading blueprints and interpreting specifications, and practicing construction safety methods Please include all relevant post-secondary coursework, specific training, and paid work experience.
  • Experience with all phases of construction, including scheduling and supervising construction crews, projecting costs, purchasing materials, completing reports and records, and assuring compliance with state building codes. Typically gained by at least two years of work experience as described.
  • Experience performing carpentry, plumbing, and electrical installation and repair; irrigation, sewer, and well system installation and repair, and road-surface maintenance and repair; operating and maintaining equipment associated with construction and building trades. Typically gained by at least two years of work experience as described.
